The quality is at the level, I am satisfied with everything.

I recommend to buy. For such a price, you can hardly find something better. Its pros: 4 copper tubes, not perfect, but closely spaced. I was pleasantly surprised by the noiselessness of operation (the minimum 8 dB, it turns out, is not an empty sound), moreover, at any speed: in idle it is not audible from the word "absolutely", at high (up to 1900) it just becomes a little more noticeable against the background of other fans. Pretty efficient heat dissipation. In stress tests, the Ryzen 7 3700X warmed up to a maximum of 77 (as measured by the Tctl / Tdie sensor), during an hourly load, the average temperature was ~ 70. At idle 40-45. Relative ease of installation. For me personally, a plus is the lack of RGBT-backlighting (static). Thermal paste included. Price - I would even say underestimated. Of course, speed control. Has cons: Despite the fact that in general it is installed without dancing with tambourines, on any sockets it still requires access to the back of the motherboard, which for some cases will mean removing it (I just threw off another cover and held it from behind). It is also inconvenient to tighten the bolts due to missing the grooves the first time, but tolerable. You also need to take into account the height of the tower: in my case, almost right next to the glass (it had a 140mm airflow valve some time ago).
