Too low for a scooter, too long for a 2 year old to pedal

This is a cute little bike but where the description says it's suitable for 1 1/2 to 4 year olds they are Pedals too far for my two year old grandson to use. Even after putting something in the seat behind him, he cannot pedal. He just loves to ride it and feels like a 'big boy' because he's dreamed of his sister's bike for a long time, but now he has his own bike. The riding seat is too low; It's too far to pedal. I want to buy something more expensive

It's almost entirely plastic and lightweight. Which in turn is great for a toddler. He can take it and drag it wherever he wants. The biggest downside is that this thing is NOT assembled. You have to put…
