# Scroll (SCR): how it works, supply and reviews

## In short

- **Type**: Zero-knowledge rollup on Ethereum (type-1 zkEVM), proven with the OpenVM zkVM since the Euclid upgrade
- **Maximum supply**: Total supply of 1,000,000,000 SCR
- **Risks and caveats**: Block production is still run by a centralised operator; the permissionless fallback only applies if it fails or censors.
- **Checked**: 31 October 2026

## Key facts

- **Ticker**: SCR

Key facts checked on 31 October 2026 against official sources.

## What is Scroll

Scroll is a zero-knowledge rollup (zkEVM) on Ethereum that launched its mainnet in October 2023. SCR is its governance token, and since April 2025 Scroll describes itself as a Stage 1 rollup with a permissionless fallback if its sequencer fails or censors.

## Network and consensus

| Parameter | Details |
|---|---|
| Type | Zero-knowledge rollup on Ethereum (type-1 zkEVM), proven with the OpenVM zkVM since the Euclid upgrade |
| Chain ID | Scroll Mainnet chain ID 534352 |
| Block time | About 1 second since mid-2025 (previously 3 seconds) |
| Sequencer | A centralised operator sequences blocks; if it goes down or censors L1-posted transactions, anyone can submit blocks and proofs (permissionless mode) |
| Launched | Scroll mainnet launched in October 2023 |

## Supply and issuance

| Parameter | Details |
|---|---|
| Maximum supply | Total supply of 1,000,000,000 SCR |
| Initial distribution | Ecosystem and growth 35%, core contributors 23%, investors 17%, airdrops 15%, Scroll Foundation treasury 10% |
| Unlocks | Team and investor tokens start unlocking one year after the October 2024 launch and are fully unlocked after four years |
| Airdrops | 7% to the first airdrop and 8% reserved for later airdrops |

## What SCR is used for

- Primary governance mechanism of the Scroll protocol through the Scroll DAO
- Planned role in decentralising provers and the sequencer
- Funding ecosystem growth, stewarded first by the Scroll Foundation

## Who develops and governs Scroll

- **Foundation**: The Scroll Foundation stewards the Scroll DAO and holds a 10% treasury
- **Governance**: Upgrades are proposed in the forum and voted by the Scroll DAO; the Security Council then executes them on-chain
- **Upgrade keys**: A 12-member Security Council controls a 9-of-12 multisig; approved upgrades run through a 3-day timelock, emergency fixes have no delay
- **Open source**: Code, audits and documentation are published under the scroll-tech GitHub organisation

## History

| Date | Event |
|---|---|
| October 2023 | Scroll mainnet launches. |
| 22 October 2024 | SCR token launches and airdrop claims open. |
| 13 February 2025 | Scroll Security Council launches. |
| April 2025 | Euclid upgrade adds a permissionless sequencer fallback; Scroll describes itself as Stage 1. |
| 2025 | Scroll shifts strategy from the chain itself to products on top of it. |
| 30 July 2026 | Scroll Sepolia testnet is shut down; mainnet keeps running. |

## Security and audits

- Scroll publishes audits by multiple firms and runs a bug bounty programme.
- Upgrades approved by governance take effect after a 3-day timelock, so users can exit first; urgent security fixes are the exception.

## Security incidents

| Date | What happened | Source |
|---|---|---|
| 19 July 2024 | Finalization delay: Scroll said on X that it was notified of a potential exploit in its ecosystem and, after verifying with the Rho Markets team, temporarily delayed the finalization of the chain to assess the situation. | [x.com](https://x.com/Scroll_ZKP/status/1814275555681771784) |

Further incidents are reported by third parties (press, incident databases) but are not confirmed in the company’s own channels, so they are not listed here.

## Risks and caveats

- Block production is still run by a centralised operator; the permissionless fallback only applies if it fails or censors.
- The Security Council can implement emergency upgrades with no delay and holds admin control over the governance contracts.
- Scroll's 2025 strategy focuses on products rather than the chain, and its website now leads with AI products.

Scroll is a zero-knowledge rollup (zkEVM) on Ethereum whose mainnet launched in October 2023.

**What is the maximum supply of SCR?**

1,000,000,000 SCR, launched on 22 October 2024.

**What is SCR used for?**

SCR is Scroll's governance token, with a planned role in decentralising provers and the sequencer.

**Is Scroll decentralised?**

Partly: a centralised operator produces blocks, but since the 2025 Euclid upgrade anyone can submit blocks and proofs if it fails or censors.

## How voting works

Votes are anonymous and carry no text. Each device has one vote per item; press the same button again to remove it. Cloudflare Turnstile checks that a person is voting. We keep a random device ID in a cookie and a salted hash of the IP address to limit abuse — no names, no accounts. Votes are visitors’ opinions, not investment advice.
