Will not stick to backing pad

This paper is designed for use with water. The paper does not stick to the sanding pad and must be constantly leveled. As for the quality of the grind, it's decent. The grinding is smooth with no evidence of an uneven pattern. If he had held on to the pillow my score would have been higher.
