This looks like an updated version of the ResQMe tool. Has a feather stamp; seat belt cutter; blinking - solid blinking white and red; and makes that incredibly annoying noise on command. The ensemble is larger than the ResQMe instrument, which would be an advantage here where everyone wears thick gloves in the winter. Minor issues: dead batteries; the red flashing light isn't as bright as we'd like; The sound, while annoying, isn't actually that loud - if I put it on the sofa under my foot, I don't hear it. However, it's loud and annoying enough to distract a criminal while you're on the run or draw the attention of bystanders. Maybe reduce the time you use the "judge".
