Carburetor comes assembled so nothing to check, just install. Oh wait, gas is leaking out of the carburetor or the bowl. The bowl liner sticks out about 1" on the side (there is a side slot with no outside wall so the liner can protrude). It looks like the float needle valve is not working to stop the gas flow. Update 8/28/2021, I've tried making a gasket a few times and tried to use the old one from the replacement carb. Of course nothing worked so I finally broke down and ordered a gasket/seal from McMaster-Carr. See attached picture for correct part number. Carbohydrates worked great back then. Don't be fooled, this carbohydrate is still sold by different vendors.
