I purchased a small size Petsafe KeepSafe Collar and in my experience it is not suitable for small dogs. My pet wears a 13 inch collar but only weighs 13 pounds. I did several stress tests with the trigger feature before using this collar on my dog and could not get it to trigger in any scenario with less than 17 pounds of force. The 17-pound release was a pull with a constantly increasing force on either side of the breakaway buckle. more was needed. I'm not sure my small dog will ever be able to muster enough strength to open this collar in a real emergency. Also, the stiffness of the two plastic buckles and the weight of the two metal D-rings with such a short collar length makes the fit very clunky and unwieldy for a small animal. It looks pathetic. I'm giving this product two stars instead of one because while I have no experience with a large dog, the breakaway mechanism seems to work well if the animal were heavy enough to trigger it, the safety features wouldn't be as awkward with a longer collar, and this brand obviously has a lot more positive reviews than negative ones so it should work for someone.
