only 1 cartridge per box! not 2 as stated

I'm really confused here. The product is advertised with two 312x toner cartridges in the box, I only had 1 cartridge in the box. I asked Amaxon to replace it and they did. Today I received a replacement - there is only 1 toner cartridge in the box. This is HP branded packaging and the packaging says there are 2 toner cartridges inside. But the two different boxes I received only had one each. Am I missing something here?
