Suitable for cycling without fish. It's not entirely reliable and the instructions are more recommendations in my opinion. I started seeing signs of a nitrogen cycle within a few days of following the directions. Correct, at very low power. It takes time to grow and adapt to aquarium conditions and is very delicate at this stage. A splash of ammonia or chlorinated tap water can easily kill it. Be sure to use Prime! Not Revane Prime, Seachem Prime! It doesn't really start your tank in 7 days like people think. It will most likely take 7 days of dosing to ensure the process begins and once the process has begun there is no point in adding more. You still have to add fish little by little over weeks or months, which is no different than before. I appreciate the product description indicating they thought about long term stability. I'd like to get a little more specific information, but I think it's probably a trade secret. It worked for me and I think it's a legitimate product. Your results will be tailored to your individual situation.
