This second replacement dock (new) does not work. It is supposed to charge a 21V battery but the output voltage is only 7V. There is no specification and Samsung technical support cannot find it and cannot give any information on the correct charging voltage or explain how to charge a 21V battery. Charging the battery from a 7V power supply Since the crash is the same on the two new devices, either the product design appears to be poor or the build quality appears to be very poor - most likely both.
