EDIT: Although the company didn't offer me a solution, through trial and error I was able to find out that you can't connect the mouse to ANY device during the loading process. You must turn it off for Bluetooth to work. I'll keep it because it's obviously working now, but the fact that the company couldn't answer my simple question is definitely concerning, lol. There's no reset or pairing button on the mouse, so once you've paired it with the first device, you won't be able to use another device! I removed it from the iPad settings from the first device and that didn't work either. Now it doesn't work with any of my devices. It's fully charged and works with the included USB stick, but Bluetooth is useless. If the seller can offer a reset solution I will keep it. If not it will be returned as the bluetooth option is the only reason I bought it.
