Chipboard but thick and heavy. I wouldn't trust anything too heavy. It hides the litter box well and our 14kg Russian Blue took to it right away. We've had it for a while and haven't had any issues, although I've observed scratches, stains or peeling. I found a stainless steel tray because I was fed up with the dirty and scratched plastic.
