I work with LF and VLF radios, and this part of the spectrum is already filled with bogus products from other cheap consumer electronics in a suburban area leading this one power supply from 200 kHz and above very many interference components. False signatures only change in frequency between PC on, idle and off. The only way to get rid of them is to turn off the computer. My original Dell power supply was very quiet, as were most other high quality switching power supplies. My guess is that the primary and secondary windings on this device do not have adequate EMI filtering.
