Fits neck/head

I'm a lawyer so I go from the office to the court and back several times a day, 4-5 days a week. The courthouse has terrible airflow and "air conditioning" is a joke so everyone is sweating all the time and complaining about how hot it is. Combine a 15 minute walk with the sweltering air of the courthouse and by the time I get to the courthouse I'll be gross, sweaty and hot. I usually sweat a lot, including my face. I'm constantly trying to keep my makeup from fogging up and I was hoping this might help by providing some cooling. This shows that it is "360°" cooling and has the added benefit of a fan on the neck. It has a fan on the back of its neck, but it's far from 360° cooling. It sits a little in front of my ears when I wear it and the vents just fit my ear. The air blown out of the fan doesn't hit my face, not even the front. It doesn't help reduce my super sweaty face and melt away makeup as it just blows air to my ears. I still gave it 3 stars because it works really well for the areas it covers. When I get very hot, the back of my head starts to sweat, making my hair at the base of my neck and behind my ears sweaty and damp. So it helps reduce this problem and I have a lot less sweaty hair on my back since I have this product. If you are primarily looking for something to cool your neck and head then this is fine. I don't notice too much cooling on the first setting, but there's enough cool air blowing on the second and third settings. It's moderately loud on these settings; I had to take it off or ask people to speak louder when wearing it, but that's probably to be expected with a motor running around your neck. But it's not so loud that it hurts my ears or is uncomfortable to wear, even at the highest setting of #3. Be aware that long hair can get caught in the fan. and affect its function. It doesn't wind my hair up like a traditional fan with blades, so it didn't pull my hair out or anything, but it did make the fan make weird noises and didn't suck in air to blow it out. So be careful not to get your hair caught in the suction areas (the parts on the front that look like headphones). the neck is cool and better than no neck fan at all. But it is definitely not 360° cooling as stated in the description.
