This is a good wire. I have been selling welding wire for 35 years. All major brands from the early days before .030" size. Wire arrived in good condition. No rust. Not twisted to affect wire feed. Shipping. Spool was in good condition. Wire has a light copper plating that prevents rust but also won't flake and clog liners and grommets like a heavier copper plating will.The ER70S-6 rating means it contains components that allow it to flow well and to weld some dirtier steel, resulting in a nice looking weld.
