Not an American 13 in my opinion
So it should be size 13 for a little girl.
I wear a size 7 and this shoe is just an inch shorter than my foot. They are cute and seem comfortable except for the hard heel.

- My daughter wore them 3 times. The sole is completely separate from the upper of the shoe. Complete garbage
