This skirt is amazing! I ordered it with the intention of using it as a petticoat for the dress shown in the photo. It's a bit long and needs hemming, but works great as a high-low petticoat, as you can see in my second photo of the dress with and without. If you are looking for a high petticoat, this will work! It also works on its own as a skirt lined with sturdy polyester silk under the tulle. The tulle itself is plucked to add extra volume and looks exactly like the photos. I'm really glad I took the risk as it saved me about 30 hours of work doing it myself. I bought the XL and have a 34" waist and 44" hips. It is very comfortable.
