Not exactly as described but works for me after some modifications

As mentioned the dimensions used do not match those advertised. In fact, the dimensions shown are larger than what can be achieved with the tubing provided: to have a "bite" on the tubing with clamp bolts, the maximum outside measurement is 30-3/8", and at that length the Bolts deform the ends of the tubes.Maximum usable length (inside the frame) is 28-1/4" and depends on the profile you are using the cart for. As others have pointed out, only the two wheels swivel, which isn't a bad thing: if all four wheels were to spin, they would also need to lock to keep the cart from moving. Two fixed wheels allow you to maneuver the cart in a tight spot and then lock the two (outer) swivel wheels and the cart would not move. The wheels are not rubber but urethane which is more durable. I use a trolley under a 27-1/2" x 26" desktop tool stand (measured by the legs). The stand and tools weigh about 80 pounds and the cart will handle it tim no problem, although I don't plan on subjecting the build to hard knocks or uneven floors. After confirming that the assembly worked properly, I removed the wheels, cut a hole in the 1/2" molded "ring" under each wheel, and bolted the stand legs to the carriage. This ensures that the stand (and the top of heavy tools) doesn't fall off the cart, and also stiffens the build: even if the clamp releases, the corners of the cart don't go anywhere. One caveat: some reviews say the cart collapsed under load. : If the load is carefully placed on the cart to ensure the load is evenly supported (two people are required to lower the load!), the cart should operate at its rated capacity.
