Should the pads not stay in place even after being adjusted to the correct length, as you ride they will stretch the full length of the belt and turn into a bicep pad, The Shoulders remain fully exposed and vulnerable. I bought this specifically to protect my back, chest and shoulders. However, the extra money for the shoulder pads is not worth it as they are useless.
