Junk Pile - Surge Filter

I connected this piece of junk to the output of my 280 watt PV panel. The panel was rated at 7.7 amps and 36.4 volts. The day was beautiful, clear and bright. All wires were hooked, as Mfgr. suggested. with the arrester connected I got 0.02 amps at 46 volts. My batteries were only charged to 11.8 volts when I started monitoring them. I pulled out the arrester and the current went up to 7.7 amps and the voltage dropped to 36 volts. .The power of my Tristar TS-60 controller went from 0.92W to…
