Just a water based jelly that doesn't even come out of a tube! Not in any case! π
This is the first Sally Hansen product that I didn't like and have used multiple times over the years! The dispenser tip definitely needs improvement and the product itself appears to be nothing more than a water based jelly. "Not moisturizing at all.
