The good news first, this bag CANNOT fall off using the included fork tube straps. However, these straps are packaged in the main compartment of the bag, so anyone not looking (or reading the single instruction page) could miss them. I'm sorry that these reviews downplay what truly is a 5 star product. The bag is thin in height/depth, yes. It's not like the big boxy tool bags on the rear fender. But that's because a) a front fender isn't usually designed to hold weight like a rear fender, and b) if it were taller, it would block the headlight beam. Again, I'm not sure why people are deducting stars for conscious design. As for the bag, the ballistic polyester material is very thick and durable, and the PVC lining makes it waterproof. The zips are heavy duty and are a luggage lock of sorts so you can throw in a small padlock or some wire for added protection against unzipping on the trail. The buckles are made of aluminum and the straps are made of a nice thick webbing. There are even elastic loops to keep the extra webbing from blowing in the wind - a very thoughtful design. I've tried pulling hard but can't move the straps - it's a very reliable system. All seams are sewn with a square X stitch for strength that feels very strong. The metal clips that attach to the fender are covered in rubber, while the bottom of the bag is made of a soft, grippy/rubber material. The bag is very well made. Here's a list of what I currently have, with a bit more space; he doesn't puff up at all. If you're carrying a full 21" spare pipe, you won't be able to accommodate all that stuff. But I prefer to use the bag for the emergency tool/repair kit for my WR-450F so I don't have to pack those things in my backpack (I don't use the tool bag on the rear fender).
