I bought this collar for my 8 lb pup with a 9 inch neck. I have found that using the second largest hole on the collar provides the best fit and leaves enough room to freely slip two fingers into the collar. I was hesitant to cut off the excess after reading some of the reviews about scuffs and such, but there were too many and it was annoying. Using metal snips (this collar is strong enough) I cut off the end just by going around the hole that is the right length so the metal surrounding the hole doesn't spread out. After cutting the collar I have two more holes to use when the dog grows up. I don't count the hole near where I made the notch because it no longer works. The collar shows no signs of wear and now fits as desired. I know it sounds weird but this 8 pound dog is strong. Collars with plastic clips will not hold her when she pulls on the leash. They let go and allow the dog to run free (scary in traffic). A metal buckle is a better option for me. The dog is never left unattended on a leash and therefore does not run the risk of being hung up by the collar. I feel a lot better walking my dog knowing the collar won't suddenly come off.
