Small, actually size 7-8, not what the size chart says

According to the size chart, I ordered a jacket 8-10. I received a small - what I ordered - but this is clearly not the same. It is labeled 7-8 which is way too small for my little girl. It looks good quality but we can't use it. i will be back for more
