I heard they are safe for wheeled toilets.
I've heard they are safe for RV toilets as they break down quickly in the storage tank. I tested them before deciding to use them in our fifth wheel. I picked off a few leaves and put them in a pot of water overnight. They didn't break at all. I laid the undamaged sheets on the counter to dry. They actually had the consistency of a paper towel after drying. Not for wheeled use as far as I know.
