Output for two devices not working

I don't know if this "splitter" was defective or if I misunderstood its purpose. I got a device from my energy supplier to monitor my electricity consumption via an app on my phone. It would not allow access to my router and to the utility device.

Pros

Allows two computers to share high-speed DSL, standard 8P8C design. It can be compatible with Cat5, Cat5e, Cat6, Cat7.

Cons

Only available in white
