After ordering 3 cables I finally found this one that works. The remaining 2 cables were not from this company. As a background, I had a Microsoft 10 PC with two monitors connected, one via VGA and the other via HDMI. I got a new HP Pavilion PC running Microsoft 10 that didn't have a VGA port but had a new USB C port. I ordered a cable that goes from USB C on one end to HDMI on the other, connected a monitor and it didn't work. I sent this cable back and ordered a USB-C to VGA/HDMI adapter which also didn't work. I bought both from Revain and they let me return them with no problems and they paid for shipping so no complaints. This last cable goes from USB 3 to HDMI and works great! They contain instructions on how to download a driver, which worked without any problems. They provide a small driver CD, or you follow the written instructions; Go to their website and update the driver which I did. Why newer PCs have a USB-C port is beyond me, but I'm excited!
