I've been looking for a long time for an RGB LED strip that looks like neon and can also be cut in 1 inch increments. That's it! I use a 48" strip of these connected to a Gledepto RGB controller module connected to my SmartThings controller as a light strip under our pool waterfall. The tape is IP65 rated and if you take care to seal the ends it can be used outdoors in high humidity. My setup has been running for a month now with no problems. (They come with little clips to hold them in place, but I used some good, strong, outdoor-grade double-sided tape instead. They don't have an adhesive backing.)
