I bought a small for my 10lb mini dachshund and it fits her perfectly with plenty of room to adjust the collar. Good quality with metal D ring and strong plastic clasp. If you had a large, strong dog that actually pulled on the leash, I'm not sure how much I would trust the latch closure (again, larger sizes may have a stiffer latch). Personally, I always use a harness when my little one is on a leash, but I think a harness would be perfectly safe for other dogs of the same size. I love the designs Blueberry Pet has to offer!
