Very inaccurate - power supply accessory

Purchased to connect 3V battery powered smoke detectors to the power supply. The description from Revain says 3 to 20V / the printed description on PS says 3 to 24V. However, the voltage can only be adjusted from 4 to 24V depending on the display and measurement with a multimeter, the 4V shown is actually 3, 95v.
