Update: Everything started pretty well once we got the replacement. The dogs seemed to calm down very quickly and barking was greatly reduced. It doesn't seem to be of much use lately I think because the service is so inconsistent. I sat next to the dog and he barked at least 5 times in a row with no activation. I bent down to check and make sure the power light was on and he shot me in the face a few seconds after the barking stopped. It also doesn't beep after the first bark, but emits a high-pitched tone just before spraying, which prevents the dog from learning not to bark after the first time. We got a replacement, we really got to work. A note: if you do the woof-woof test, you really have to yell LOUD for him to start puffing on citronella. After a few days, we noticed a significant reduction in our dogs' barking (we swapped two of them out while wearing them). When you fill it up, it's almost impossible to tell that liquid is entering the collar, and impossible to tell how full it is or when you should refill it. On the other hand, after a week we don't give the dogs much anymore because it made them really calm by barking at the neighbours' dogs. They have long hackles which we thought might be a nuisance but seems to work well and the smell doesn't linger.
