Please note that there are several fan models on this page. There is an RGB version and a monochrome version. My rating refers to the monochrome Green CL-F110-PL14GR-B. The tests were conducted with a fan installed outside the case. The accuracy of my numbers is +-5%. All in all, a decent fan for the money. Good color, brighter than Corsair ML140 PRO. Fairly quiet with a mid-range hum that only occurs when the PWM output percentage exceeds the maximum fan speed. For example, one fan reached its maximum speed (at 1440 rpm) at around 96% PWM with an almost inaudible hum. The hum increases with increasing PWM share, although the speed does not increase. Since you will rarely, if ever, run the fan at these speeds for long periods of time, I don't see this as a problem. The most interesting result and the reason for 4 instead of 5 stars is the PWM range. Typically, the fan reaches its minimum speed at 20% PWM and stays below 20% at that speed. Both Thermaltake fans I tested bottomed out at around 40% at just over 500 RPM. The manufacturer states a range of 500 to 1500 RPM, so the actual range is within specification, but the minimum RPM at 40% PWM is unusual. Based on this output I don't think I will use it in a build. And if your goal is maximum silence, then a minimum revs of 500 rpm is quite a lot. However, the price is quite acceptable.
