Made from thick EPS as listed. They are very light. The whole package weighed about a pound to give you an idea. Yes, they can fly out of the ground in strong winds. Ours stayed in place for several days until we had a high wind (blackout wind) severe weather system. Some reviewers said they "look small" but are true to size. They are really attractive and I felt that they are priced around $17. If you're savvy, you can install them to stay in place. I think that longer/bigger plastic pegs would hold them to the ground better (the whole part blows out of the ground in the wind, including the pegs). If you're not accommodating and don't want to chase them through your yard, I recommend getting something made out of molded plastic instead.
