The instructions don't mention that you really have to aim exactly perpendicular to the surface (aim at the center of rotation) to get a reading. It seems like you have to be within 10cm of the target first to get a stable reading, then you can step back a little further, but the 20cm quoted seems a bit exaggerated. The first one I got couldn't measure RPM. I pressed the test button and saw a very faint red laser dot on the target and the display read 0 RPM with the low battery icon, but the display was so dim that it had to be viewed from an extreme angle or with a flashlight . shine on it.
