Aphelion Exchange contains very little information, and it was hard to acquire significant information on the exchange following its shutdown before the end of 2019. Next, the Aphelion Exchange was created in early 2019 as a cryptocurrency platform. It appears to be a Blockchain NEO exchange, being constructed into a NEO blockchain implies that, unlike Ethereum blockchain exchanges, the Exchange must be sustainable and safe. I do not know whether fiat money were supported by the exchange, but as a means of deposit and withdration it was certain to enable cryptocurrencies. As exchange announces its plans to shutdown So we can't consider it a SCAM exchange
