It is mostly compared to Binance as an substitute because of the amount of altcoin. However, KYC process and comparatively high fees on Binance lightly allude that is a more appealing option.

It looks like Bittrex may offer dollar deposits and withdrawals for verified accounts, but there is no real side for any other. If this is important to you, always, hold onto, but if it is not, then the latter is probably a better option to consider.
