Ontology Coin exists on its own new blockchain. The project is created by the founders of NEO (OnChain company). Ontology is aimed to deal with data, identity, and other information. As opposed to NEO it has nothing to do with assets, and so on. The coins were distributed among those who registered email addresses on the Ontology website for free.
