Scilla imposes a structure on smart contracts that will make applications less vulnerable to attacks by eliminating certain known vulnerabilities directly at the language-level.
Furthermore, the principled structure of Scilla will make applications inherently more secure and amenable to formal verification.

Pros

Zilliqa (ZIL) is a new generation blockchain platform designed to overcome the speed of transaction processing when extending the network of old Blockchain technologies. Zilliqa is a research project of the National University of Singapore and is funded and co-financed by many large investment funds. in this country like FBG and GBBL, EPFL.

Cons

Non State Sharding - Zilliqa implements sharding, but the sharding is transaction sharding, not state sharding. This is under research and nobody has come up with a working solution (yet).
