So I ordered 2 of these for my 2 cats. My male is bigger and I thought I should order on Wednesday. (I didn't measure my cats either) My dog is small but I figured I could adjust the harness by adjusting the straps so I ordered a medium size for her too. I also ordered neon green and neon blue. First, they are too big for my two cats. The design doesn't allow me to make them smaller. Second, the neon green is just as bright as the picture. But neon blue is more of a light blue. Otherwise they are good suspension. And they came with matching lines. I ended up keeping both rather than sending them back because I've had trouble sending things back in the past. I would say the order is small.
