Just stepped onto a 2018 Roadglide Ultra. 17 are the same. The instructions are lame because they say you need to remove the liner and the 3 speaker mounting screws. Instead, pull back the liner a bit and loosen the top mounting screw. This allows you to easily insert the bracket between the drawer and the backrest. Retighten the screw, mount the bracket to the bracket, and insert the cup holder into the bracket. Easy. There are no issues with the design and nothing needs to be completed. I would give the product 5 stars but the instructions are rubbish and the picture in the instructions is awful.
