Doesn't work with my Viper alarm

Guys, FOBS looks strong enough but I can't sync them according to standard Viper guidelines: turn the key to the 'on' position just before starting . , press the valet button. once and then press and hold the service auto button until you hear a beep while holding the service button. Press the first lock/unlock button. At this point I hear two beeps instead of one, and when I turn the key to the off position and pull it out, the button doesn't work. Don't lock unlock. I tried another generic key fob and got the same two chirps. I think that's the system's way of telling you that the key isn't accepted. Any ideas what I could try instead? See Procedure I' below for details: Programming the Viper Automate: 1. Open the driver's door (the alarm should detect the door is open)2. Turn on the ignition.3. Press the valet button once, release and then hold again (you will hear a siren, press and hold the valet button)4. While holding the valet button, press button 1 on the remote, another beep should sound, indicating the button is programmed. Release the Valet.5 button. Repeat step 3 and wait for the siren to sound, then press button 2, you should hear a beep again indicating the button has been programmed. Release the Valet.5 button. Repeat step 3 and wait for the siren to sound, then press button 3, you should hear a beep again indicating the button has been programmed. Release the Valet.6 button. Repeat step 3 and wait for the siren to sound, then press button 4, you should hear a beep again indicating the button has been programmed. Release the valet button. (The time between keystrokes must not exceed 15 seconds, otherwise the programming mode will be exited)7. After you have programmed each button on the remote, exit programming mode by turning the key to the off position and removing it from the ignition. Test the remote control.
