11 and 13 are too small for both children.
My 5 year old's foot is only a few 16 feet by 7 inches, I ordered the 11th. My 8 year old's foot is 7 1/2 inches, I ordered the 13th. 13 fit my 5 year old. I will order two sizes up for my big one and hope they fit. In general, I am satisfied with the shoe brand. I'll see if I can seal the drain holes with a hot glue gun as these are what I've been looking for for an inexpensive, wide-toe, minimalist shoe for my hobbits.
