Definitely dirty. I don't use much but it still smears.
Color was ok. I've never had an eyeliner that bled under my eyes just because of watery eyes. I wear it on my top cap and hardly ever use it. I don't rub my eyes, I just get wet. I use moisturizer but this has never been a problem with my regular brands. Well it was an experiment to see if I could save a few bucks. In my case it's not worth it.
