Seems to work for cats

Bought these to prevent street critters from infiltrating my food production facilities. I don't want to treat these plants with chemicals as a deterrent since we will be eating from them. They come rolled up, so they want to roll up when they lay them down. Fasten the ends and part of the sides with horizontal braces and it stays down. I say this because at first it doesn't seem like it's going to stay down, but it doesn't take long to smooth it out. It can be easily trimmed with regular scissors to fit where you want it. I even made a cut down the middle to go around the plant. The spikes are slightly flexible so they don't break or hurt badly when stepped on. But it's enough that it kind of scares off deer, squirrels, chipmunks, etc. I even have a patch in the grass in the yard. The spikes are low enough for you to pull weeds, and the grass isn't too tall.
