Didn't work.: power converter

The product came as promised by Amazon. After installation I had no output voltage. All wiring checked. The voltage was correct at all measuring points, check the soldering points, everything is fine, then boom. Output 14.8V. Ok cool. I then tried charging to 16.8V and it cut power at 15.2V. I then tried letting it "cool down" (it wasn't hot) and tried charging it with a different charger but nothing worked. I don't know how to contact the seller but for now I'll just buy another brand.
