Like other people, I've used this to fill in gaps that mice use to get places they aren't wanted. In my case, under the base's outer casing, which while properly installed to allow water/moisture to drain behind the casing, still provided the perfect place for mice to hide and beside. By placing this cotton wool between the cement pad under the pad and the pad itself, the moisture can still escape but mice can't get in and the wool won't rust. Because it's sharp, I assume they don't pull the wool and try to use it to build other nests. Pretty easy to install, wear gloves!
