High current draw for jumpers, chargers and portable power supplies

This inverter draws 600mA when off but left plugged in. to batteries. Most of this leakage goes to the ground. The fan also runs almost continuously and only consumes 260 watts. The modified waveform is not delivering full power to my RV's 1300 watts. I don't use it on an inverter because I'm afraid it will break. The inverter is running my 1.4kW water pump normally.
