I replaced Logitec G-27 with this Thrustmaster VG T300RS base. I found a $262 base that comes with no wheel. I settled on my wheels of choice, the Thrustmaster 599XX EVO 30 Wheel Add-On Alcantara Edition and the Thrustmaster f1 wheel. I mainly use the T300 for iRacing. It's a much better choice for serious iRacing, with more power feedback, smoother handling and better road feel. Changing what you've been using takes some getting used to, so give yourself a week to get used to it. In iRacing, select Linear and around 15% Strength for best results. After a while everyone stops by themselves. For the money, a wheelbase with a select wheel like the 599XX EVO 30 with free shipping of $179 for a total of $441 will give you a very good product for the above entry-level gear. I would recommend this setup along with a good set of zero resistance pedals like the Fanatec V3. For serious simulators on a budget of around $800.
