You don't have to cut it, it fits perfectly.

According to my wife: So I saw a review about the need to cut and adjust the elastic and almost bought this clasp because of it. Except that the bottom strap goes all the way around. You can thread the buckle through the strap to tighten or loosen it as much as you like. As you can see you can easily thread the buckle all the way through the strap with allen wrenches without having to cut anything. And for the record, I have a 32" chest.
