Locking Sleeve good for me

The locking screw on the D ring does not fit very well, I can rotate the sleeve continuously and it just keeps on going, slips over, never stops in place, just keeps going and can be moved up and down over the threads. Thankfully the swing arm is a tension arm so I'm hoping that my flag will not fly away.
